Editor’s message
My name is Roger Keen and I’m the new Editor for the
fmi
*
igf Journal. I’m originally from London, England, and
came to Canada way back in October 1965. I’ve resided in
Toronto and London, Ontario, and apart from spending one
happy year in Vancouver from 2002 to 2003, I have been
living in Ottawa since 1973. By training, I’m a chemist and a
CGA. Chemistry came first. Then I metamorphosed into an
accountant and I now work as a financial and management
consultant.
Enough about me; what does this edition of the Journal
have in store for you? Well, there is a selection of articles that show the breadth of interests
that FMI members have. From the public accounting field, there is an article about Public
Private Partnerships and another article about contaminated sites. From academia, there
are articles on financial literacy and on the stewardship of sustainable Public Service
renewal and reform.
From one end of the country to the other, the Journal features Bruce Manion’s regular
column based out of Dalhousie University in Halifax, and introduces a new column by
Chris Jones based out of Victoria. Chris Jones from Royal Roads University has eagerly
taken on the new “Consultants Corner” column for those of you who, like me, after
retirement from the Public Service may take up a new career as a consultant... something
that is not entirely unknown amongst retired Public Servants.
Adding to this issue, from the ACCA, is Gillian Fawcett’s view “Is the public sector
bereft of strategic financial leadership?” Incidentally, I had the pleasure of meeting Gillian
Fawcett in London, England in early August. While sitting in a café outside Covent Garden
Market, Gillian and I had a wide-ranging discussion on topics of both financial and general
interest. As befits summer in London, the weather was warm.
This edition is also fortunate to have an article from James Ralston, the Comptroller
General of Canada, on what his office is working on at the moment and into the future. Add
to that an article from the Privy Council Office on Blueprint 2020 and quite an interesting
Journal is in the offing. For those of you not in the federal Public Service, Blueprint 2020
is an initiative from the Clerk of the Privy Council on how a “world-class Public Service
equipped to serve Canada and Canadians now and into the future” can be created.
Last, but not least, a reprint of Chris Killer’s winning essay from the FMI Ontario
Chapter’s annual scholarship initiative rounds out this issue.
