What an incredible opportunity to be part of an organization
that has stood the test of time of 50 years. So many things have
happened since 1962 – changes in government, technology,
population and the list goes on. Our three feature articles on the
theme of
Past
vs.
Present
provide an interesting comparison
of issues of the day between those faced by the early pioneers
of the public sector financial management arena and FMI
members versus today’s public servants; however, the challenge
of transforming systems, processes and even people were all
done with the same rigor and passion. As you turn each page of
our 50
th
Anniversary journal and look at the many pictures of
past professional development events (PDWeek and PSMW),
I know you will enjoy recollecting the themes and locations that brought FMI members,
friends, sponsors and families together to share best practices, new ideas, great networking
opportunities and regional hospitality. While “a picture paints a thousand words”, we have
alas come to realize that words do need their place in the sun…or at least on our website,
where you, the reader, can journey forward to read up on the histories of the strong arms
of our FMI family - our FMI Chapters.
It appears that the way
many things were done in
the early days of FMI were as
they are today – embracing
collaboration to generate ideas
and thinking that would help
transform government to adopt
better processes and programs
for the people it serves. Having
been born in 1962, I share in
this exciting milestone with
FMI and look forward to the
years ahead with a newfound
curiosity, a passion to tell the
stories that need to be told, and
keen interest in the possible.
My editorial would not be
complete without a shout out to
the 50
th
Anniversary journal team.

Gélinas, and super-organized
Publisher Cheryl Elliott, both
who made the process of piecing
together this commemorative
issue such a great and enjoyable

The main theme of this
issue is the celebration
of the 50
th 
Anniversary
of FMI. As contribu-
tors and members of this
prestigious organization,
we should be proud of
half a century of shar-
ing best practices and
striving for excellence
in public sector financial
management. Hundreds
of dedicated individuals
across the country have
contributed their time
and energy to make FMI
what it is today. You will find throughout this issue a
few notes of appreciation to key fmi contributors.
This issue will take us down memory lane with a
history at a glance segment which highlights the
major milestones of FMI’s existence as well as the
history of its Chapters. Articles on the finance officers’
community, e-payments and financial systems from
the 1970’s and 1990’s have been republished for your
reading pleasure. New articles on the same topics will
present the evolution of these subject matters over
the last 20 to 35 years.
We could not celebrate the last 50 years of FMI
without reminiscing about its two annual flagship
events: PD Week and the PSMW. Several pictures
taken during these events will hopefully bring back
fond memories.
