About the Author:
Louise Levonian is the chair of the Sub-Committee on Public Service
Engagement and the Associate Deputy Minister at the Department of
Finance.
Ms. Levonian has also held several other positions at the Department
of Finance, including Senior Assistant Deputy Minister, Tax Policy
Branch, General Director (Analysis), Tax Policy, Director of Business
Income Tax, and Departmental Secretary, where she provided strategic
advice/support to the Deputy Minister on policy and operational
matters.
She has been working at the Department of Finance since September of 1995 with two intervals
outside the Department: most recently at the Privy Council Office of the Government of Canada
as the Director of Operations (Planning); and, working for KPMG – Barents Group as a tax
consultant. Ms. Levonian has also held positions at the Treasury Board Secretariat conducting
analytical studies related to expenditure management and the Department of Transportation
conducting economic analysis of transportation projects.
Ms. Levonian graduated from Queen’s University in 1990 with a Master of Arts in Economics,
majoring in Public Finance and Industrial Organization. Ms. Levonian also obtained a Bachelor of
Arts in Economics with High Honours at Carleton University.
IGF-Québec celebrates its 25th anniversary
IGF-Québec will celebrate its 25th anniversary this year by
offering its members—in addition to its four customary luncheon
events and its half-day thematic session—a free luncheon event on
February 26, 2014, with its guest of honour, motivational speaker
Pierre Lavoie. His conference is entitled “Health, the Future of
Society.”
A 2013-2014 program overview…
IGF-Québec launched
its 2013-2014 program and held its Annual General Meeting on
September 11th at the Observatoire de la Capitale, located on
the 31st floor of the Marie-Guyart Building in Québec City. The
2012-2013 activity report and financial statements were tabled
and a new Board of Directors was elected. In addition, those in
attendance were also given an overview of the new provisions in
the
Canada Not-for-Profit Corporations Act
.
IGF-Québec opened the season on October 17th with guest
speaker Michael Sabia, President and CEO of the Caisse de

December 4th will follow, based on the theme “Key IT Issues for
the Québec Government and Large Corporations.”
IGF-Québec will kick off 2014 with a luncheon event on
January 29th with a youth-related topic, followed by a special
25th anniversary luncheon event on February 26th. On April
9th, the Chapter will be hosting Clément Gignac, Senior Vice
President and Chief Economist of Industrial Alliance, who will
speak about “The Financial Framework: Control Measures Versus
Challenges.” The season will then conclude on June 4th with
guest Pierre Karl Péladeau, Chairman of the Board of Québecor
Media Inc., TVA Group Inc., and Vice Chairman of the Board of
Québecor Inc.
In this special 25th anniversary year, Ubald Gagné, President of
IGF-Québec, would like to thank all the supporters, members and
